An open audit of Russia’s federal budget for 2026 — compiled from Russian official sources and Russian independent investigations, designed for both domestic and international readers.

Russia is a country of 145 million people, the world’s largest state by territory and a permanent member of the UN Security Council. Vladimir Putin has held real power continuously since August 1999 — twenty‑six years, the longest tenure of any leader of a nuclear‑armed power since the end of the Soviet Union. Russia has been at war in Ukraine since February 2022; counting the Second Chechen War (1999–2009), Georgia (2008), the 2014 annexation of Crimea, the Syria intervention (since 2015) and the full‑scale invasion of Ukraine, this is the fifth armed conflict launched under his rule.

Since 2022 most independent Russian media operate from exile (Meduza in Latvia, Novaya Gazeta Europe in Germany, iStories in Latvia and Czechia). Mandatory public asset declarations for officials were suspended that same year. Public contradiction of the Defence Ministry’s account of the war is criminalised under Article 207.3 of the Criminal Code, with sentences up to fifteen years.
